Is there any scale to measure how hard an erection is?

Yes.
You are referring to Erection Quality or EQ. We use a scale of 0 to 10 with 10 being rock hard fully erect.
I know that I have seen a much fuller discussion of EQ but I can't seem to find it. Can some one else provide a good link for Pyro on the subject?Pirate Diplomacy:
