I agree. I always do it in the morning. When I have wood I make sure it's 100% while I'm holding the ruler or tape and measure. I think doing it fasted is the best way IMO(no food in your stomach) but you want to measure same way under same conditions every single time.
When is the best time to measure to get the most accuracy? i.e. after no PE for at least 24 hours? And should we warm-up before measuring?

It's different for everyone and depends on a lot of stuff. The main thing is just try to measure in a consistent manner. If your EQ is good doing it after or during edging will be a good thing.
But definitely don't measure after ejaculation. You'll be going down and will low ball yourself, especially on girth. I've done this and been really disappointed when it looked like I lost girth.

So in order to get a good idea, how often would i measure? l'm currently stretching and doing girth work 5 days a week and want to measure as far away from PE as i can, so that would be once a week... but that'll take forever to get a consistent idea
I measure the day after I finish whatever cycle I'm on. I don't measure often because I don't want to get paranoid from not knowing whether or not I really gained that 1/16th of an inch. If I only do it once after every cycle it's more obvious. I do measure BPFSL every week though.
