I'm thinking that if a whole jelq makes the entire penis bigger, would a half jelq (starting from the base and ending in the middle of the penis) yield a bigger base? Any thoughts?

No, as the blood will be forced into the upper half of the penis, creating greater expansion there.

If you want to increase base girth only, kegel blood into your penis and do a Reverse Jelq (jelq from below the glans to the base).
