Jelqing works by moving blood up the shaft which creates an expansion and internal pressure against the tunica. The stress induced on the tunica from this is the mechanism for growth. A flaccid or 20% erect penis will not have enough blood needed within it to effectively expand against the tunica.To totally satisfy a woman sexually is not about having a large penis, it's about being a good lover.

Its fine but its basically just a stretch. Though if you start flaccid youll probably build up to a semi where you start moving the blood around. I started doing flaccid jelqs in my routine around 9 months in. This was in conjunction with erect jelqs and 40 - 70% EQ jelqs. I got some good gains off this. D6 is right though, it is an extension to stretching and the Urethra isn't protected.
