I don't think it's that clear-cut. I remember someone saying that they have gained girth from low-erection jelqs. I think it's different from person to person. Generally, low-erection (20-40%) jelqs target length and higher-erection (40-70%) jelqs target girth.
All newbies should start off with low-erection jelqs. Never jelq above 50% if you're a newbie, it's just asking for trouble. So to add to the list of pros, low-erection jelqs are safer and better for newbies. This also makes them less stressful.

It has to vary from person to person...For example, Im always really horny so it has worked best for me to jelq with a near 100% erection. ( i wouldnt recommend this, this is what works for me) Otherwise i have to masturbate and then seconds after that I'm hard and horny again, no joke.
But to the point, I jelq at near 100% and even kegel while doing it and i've only seen length gains. No girth yet what so ever. I'm not saying you wont get girth gains doing this, but seems like i dont.

Jelqing at near-100% erection level sounds really dangerous to me. They are generally considered to be very dangerous - at least (especially) for newbies.Physiological Indicators (the original post)
