There is a difference between Erection Level and Erection Quality, the Erection Quality is nothing you can change in a second, which is something you can with your Erection Level, you can go from 20% to 50% pretty fast. But the quality is different i think but not 100% sure with EQ means when you put it out like this. It was a tough question Mr. Jay
EQ is a measure of how hard you are at your hardest, it's used when you are attempting to be all you can be and is a gauge for ED. EL is used for exercises and how engorged you should be, or relating how much of a chubby you got when you saw that girl walking down the street in her miniskirt. I can see where the two terms can be used interchangeable in term of the measurements, but the context is different.

"Be nice to your penis, you should encourage it to grow, not force it to"
"Gains occur while balancing the fine line between undertraining and overtraining"
"Undertraining slows the gains, overtraining stops them"
I remember someone tried to differentiate using EQ and E%. EQ being your maximum level of hardness (some may be rock solid and some may be able to squeeze a bit at full errection), and E% being the percentage of your own max errection level, so for some guys 90% errect is far more floppy than others.
I like to consider EQ as an average or over time thing though. Cause like, say I looked at some porn, I could become rock rock hard. But my normal edging/sex EQ is slightly lower, I would consider that true EQ
Erection quality is , as you will all be astounded by, the quality of your erection, therefore there is a judgement , for me it means the biggest/hardest erection you can have at a certain time.
Whereas with erection level there is no judgement and it merely is a % of you current strongest erection.
Or maybe not, maybe an 80% erection level = and 8/10 erection quality, depending on wether or not we consider 100% erection level to be the current erection quality or the maximum possible erection quality achievable. I go with the first option, and I don't think it's too important since when we talk about erection level we usually use a range of 10-20 %
