Does it differ in any way? I've read somewhere that you don't need lube if you are uncircumcised. Also the technique differs a little.

Nope.

Wet jelqing needs lube, cut or uncut.

Dry jelqing doesn't need lube, cut or uncut.

What about the foreskin? Many people reported that it gets difficult to jelq, so they hold the foreskin back with one hand and jelq with the other.

The foreskin doesn't need to be retracted, I never did.
