Bluetooth not need be turned on for mine.

You want to make sure your charging cable in use has wire rating of 28awg/24awg ( monoprice dot com)
(data wire gauge/power wire gauge) otherwise there can be loss, limiting current/causing a voltage drop.
A cheap micro usb cable can 'eat your lunch.

Memo concerning a BlueTooth Dongle on your computer, a cheap one may not have the capabilities of a more expensive one.

In addition, you may need to verify that your computer's Bluetooth adapter supports A2DP (AdvancedAudio Distribution Profile), HSP (Headset Profile), HFP (Hands-free Profile), and/or AVRCP (Audio/Video Remote Control Profile).

Go for name brands, with cd for drivers and programs. I found a Medialink USB Bluetooth Adapter, on Amazon that fits the bill, does everything it needs to.
