Help with soft ejaculation

I am having trouble sometimes where my penis is not very hard, but I am already near PONR and sometimes ejaculate while not fully hard.

Normally if I want to be harder I just think about ejaculating and hump faster while keigling; but sometimes it just brings me close to orgasm without making me harder.

Maybe this problem has to do with my masturbation technique where I am keigling almost the whole time?
