HF/weak base when erect

Hi can anyone help me out I used a penis pump around 6 months ago and ended up with HF and was not able to get erect for around a month or 2 since then my erection has improved as I am now able to get erect but when Im erect the base of penis feels loose and floppy can anyone help

Couple of years ago when I gained length (all is from base coming out) and my erection angle dropped and base erect ion was weak specially when I’m bottom position. I think the IC muscle for stretched and become weak. Search for IC muscle strengthening in forum and do the exercises (not sure how to explain it but the one that says like turtle head and it is basically like beginning of front kegel).
