White stuff INSIDE pee hole

I don't mean on the penis head when I pull the foreskin back, I mean if you open up the small pee hole and look inside.

Inside I noticed there's like a white substance on the left hand side inside my pee hole...I heard it could be smegma? However I tried washing it off with the shower head and then wiping it off with a tissue, however it seems it won't come off.

Any ideas?
