is it normal for your flaccid penis to be cold?

I'll wrap my hand around/grip my flaccid penis sometimes because I am a bit paranoid about it. Like it lacks bloodflow when flaccid or something and that's why I have trouble getting it up until it gets going (usually takes quite a bit of stimulation)

But is it normal for the flaccid penis to be cold? that includes shaft and glans

I think mine kind of gets that way. Its like it is dead. Sometimes its so bad I can't even get movement out of it when kegaling.
