Just start off with as many as you can do and work your way up. Once you get to around three sets of 15 you can start adding weight (either through ankle weights or holding a small dumbbell between your feet). There really isn't one number that indicates good fitness. Keep pushing yourself until you are satisfied with the results.

These are an excellent movement! Like Realman said: "Fitness" is a relative term. Good levels of strength? 2x20 is what Igor Shestakov starts his workout with (world record squater in the 181lbs weight class) I'd go for 50 reps in a workout, as many sets as it takes you to get there, 3 times per week. Move slowly with lots of tension and start moving the set:rep ratio towards lower sets.
..also be sure not to just fold at the hips. Armadillo yourself so you touch your lower shins to the bar and you'll see why these get such a great reputation.

I do them to warm up but if I pushed myself... 15-25? I can do 50 good push-ups so I consider myself quite fit.
That's cool that Igor Shestakov does them to start out his workout also
