How to Post A Pic

I know this is a silly ? but how do I post a PIC next to my name & how do I put in the Bio Info on my page. I always log in and comment from my smartphone. Does that make a difference ?

Best to try from a PC.
Might not work with smartphone.

Can only do it from PC, can't post a pic if you paste its image location.

Thanks , I thought maybe I had to do it from a PC & not my smartphone
