Hello.
When im Erected im 7-7.5 inches long and around 5.3-5.6 girth.
When i use a condom and take it off the condom looks like it's only a few inches long.
Do condoms retract to a smaller size when you take them off?

No, condoms do not stretch when you put them on and then retract when you take them off. If they did there would be a risk of them breaking more often. What you are is a the slack in the condom when it's deflated.

Probably not the best choice of words i used originally.
So like if i measured the condom after i used it its not 7-7.5 inches long, its shorter.
Why's that?

Does the condom go to the base of your penis when on?

With a tailor tape and i laid the condom down and measured.

But when i take it off its almost like it retracts or deflates.
I always thought the condom would be smaller once its off.

Condoms do stretch and once taken off will lose some length.
People can put condoms over there heads and the condom doesnt stay the same size as there head after they take it off it deflates or retracts in size some what.

Or another example look at panty hose, it retracts and doesn't stay the same length of the leg once off
