Just taking a wild stab at "fiction." It helps the the referenced article makes the statement "Disclaimer: This is a satirical article." at the end.

The only article I found online that refers to "quarantine camps" is an article by USA Today. According to the article, there were 11-15 quarantine sites for people coming from abroad, to avoid the spread of the virus. These people would quarantine for 14 days and then leave to go to their homes. The article says nothing about vaccines.

The website referenced in the article you posted clearly states that they post satirical content. Thus, it is clear that it was posted as a joke.
