Where is the "base" of the penis?

Whenever I try to measure NBPEL, I measure from the top but from where the sides of my penis end to meet my pelvis. I stop there but there's always about half a centimeter of more distance before the ruler begins pushing into my skin. Should I measure from where the sides end or from where my skin starts retracting?

I know this site emphasizes BPEL but it's also nice to get a fairly accurate measurement of your NBPEL, no?

Nbpel is lightly touching fat pad to tip of glands.

I have an inch of fat pad, so I like to measure it both ways. Glamissand1 is right on target here.
