- Select the picture.
- Click on "Upload".
The picture will be uploaded to the site, and an attachment code will be automatically pasted in your post, add whatever text you want then click on "Post Quick Reply", voila!

Try using the full site version instead of the mobile view, that should allow you to use all the functions, like posting attachments.
As for links, try pasting the URL, and outside of the Quote brackets if you are replying to someone with quotes.
