Garter belt pictures are one of my pet peeves lol. Panties UNDER the garter is modelling/photo purposes only, you can't actually wear them that way. Well you can but then if you want to do anything, whether it be sexual or just going to the bathroom, you have to unhook the garters and that kind of defeats the purpose. Panties go on over the garters, makes it much easier later on
