I am a huge proponent of manual work and JP90 is a good beginners routine to condition your penis. Also, the success I saw with manual stretching met or exceeded the results others were reporting using extenders. I've done manual work, clamping, and pumping. Manual has worked the best for me and after a break I'm back to manual only and growing!
The low pressure Pumping I'm talking about, like ~2hg, isn't something you'd need to be conditioned for. I'm talking about using a very low amount of pressure that just brings you to a full erection. In fact it would be useful for helping you condition your penis. I do not have experience with a Bathmate, but think a decent air pump with pressure gauge may be more suitable for my suggested low pressure pumping as it can be gauged accurately and doesn't require being around water. I don't think there is any reason to wait to do that and I would recommend it to any trans woman that wanted to maintain their penis size and when combined with a light to moderate jelqing routine should be able to maintain and improve function.

I'm 5'8" and 145lbs. My face has gotten a lot more feminine, particularly my cheeks have gotten rounder and softer. I think my hips have gotten a bit bigger, my butt and thighs certainly have. My hands aren't much different other than my skin in general being softer, maybe less veiny too. My bone structure won't change much unfortunately, it's mostly fat, skin, and muscle changes. I was pretty feminine to begin with though, so I got lucky.
