Most of the penis exercises have to do with lengthening. This involves hooking up weights or tension bands to the head of the penis to pull down on it. This actually only lengthens the suspensory ligaments that attach the penis to your body. It can add up to an inch of apparent length over a period of several months to a year. I say "apparent" because you are not actually lengthening the penis itself only sort of pulling in farther out of your body.
The medical point of view is that you break the tissue of the penis and it will heal creating larger cavities for blood to flow through , as long as you dont have problems as a lower blood presure your penis will indeed enlarge.
