  • 15 pounds = ?

I have heard and read places that every 15 pounds lost equals 1 inch. Obviously fat covers some and makes you appear smaller. Is the a good estimation or just bull?

Bull. There's different types of fat, different layers of fat, different densities, and where/how the body wants to burn it to factor in. If you're thinking what I think you are, even 15lbs of fat loss, if it were equal to 1", wont remove 1" of fat from the fat pad. You can't spot lose fat, and sometimes the body just doesn't wan to get rid of fat from there.

Any recommended exercises to target that area?

Sit ups, leg lifts, crunches, bike riding, running, etc. Typically you have to lose fat everywhere else on the body before the fat pad starts really going down. If you want it fast, focus on high calorie burning exercises on large muscle groups. There is no targeting that area for fat loss and only that area. Just doesn't work like that.

Laziness wont get you anywhere with fat loss. You could lift up some 5lb dumbbells all day and eventually loose fat there, as well as everywhere else.
Calories in < calories out, and you'll lose weight. 3,500 calories burned = 1lb of fat.

              I have heard it's more like 35lbs for 1/4".
Depends on how fat you are... Like it has been said, you gotta work at it.

No type of excessive fat is normal in the first place. The first step is to clean up diet. Cut sodas, alcohol, cigarettes, coffee. Then depend on what and how much you're eating.

I weigh 86 kg and my EL is 17 cm , when my weight was 75 kg my EL was 17,5 cm (before PE)... I really want to get rid of those 11 kgs to see how much my EL increased thanks to PE... btw my BPEL is 18,7 cm whereas my EL is 17 cm so the difference is 1,7 cm fat pad @ 86 kg
when I was 75 kg I was really fit (waist : 78 cm) with visible abs and veins on my abs and very very few fat pad over the pubic bone (I went to gym and ate healthy), now my belly is 90 cm @ 86 kg because I 'm not going to gym and eat whatever I want but I decided to start a diet to get in shape as soon as possible...

15 pound for a 1 inch gain is really too much... maybe 1/4 inch every 15 pound would be plausible...
