Is the basis behind PE plastically deforming it, or causing tears, which then heal back bigger/stronger. If the former is the case, then sessions need to be medium/long, and use a medium force, right? If the latter is the case, then routines need to be short, sharp and intense, like skeletal muscle training. This is generally not the case however, as high intensity pretty much always leads to injury.
I generally think of it as plastic deformation, as the penis does not have much skeletal muscle in it, and since routines generally aren't 25 minutes at high intensity. Also since skeletal muscle will disappear if not used, whereas PE gains tend to be permanent.
