Like anything other stretch.
Stretch as hard as you can to FEEL a good stretch! But not so hard you hurt yourself.
So yeh, I think your answer would be yes.
Start: 9/2012 6.5x4.5
Progress: 8/3/2016 7.375x5.1
Goal: 7/16/2015 7.75x5.5

It's all broscience, but it applies tension to the suspensory ligament, and possibly affects the smooth muscle through internal pressure.
