Actually, the exact opposite of your second question is true. PE is not only for increasing the volume of your penis (gaining length, girth or both), but the most important benefit of PEing is penile health. I look at gains as secondary to the other benefits of PEing because a functional penis is a lot better than a large dysfunctional one.
When I say penile health, I mean it helps you maintain stronger and harder erections even at an old age. Going4by11, Kingpole, etc.. are the living proof. But this requires you stick with your routine whether it is stamina work (edging, ballooning, kegels, reverse kegels, towel raises, etc) or just a regular manual or device routine to gain volume.
Scientifically, ED is nothing but inability to pump blood in to get a erection/complete erection. Jelqing and a lot of other exercises are all about pumping blood in. Edging and ballooning also serve the same purpose as they keep blood in the vessels for a long time, hence prevent the trainee from suffering from ED. They also help keep your libido up at an old age.
So, look at PE in positive light, but it is something you have to commit to if you want to have a long healthy sex life. Benefits are several, but the only con is you have to take time out to play with your tool. Many people have been doing it for over 5,6,7, hell 10 years, and you'll never see them complain.
