My penis goes smaller after stretching, so I do helicoptor shakes every 5mins and it returns to normal size within an hour, is this normal?

So you should take a break.
Another thing that might be related: How flexible are your pelvic muscles? Can you do a butterfly stretch? If you have pelvic tension your gains and stretches may be hindered by a sensitive stretch reflex in your muscles
To do the butterfly stretch sit on the floor and bend your legs at the knees so that the bottoms of your feet are touching. Keep your lower back straight and try to make your knees touch the floor. Do they come close? If you are unable to get a good stretch in this position your pelvic muscles may be too tense to allow a good penis stretch.

Sounds normal to me, though it might be an indication that your body isn't liking the duration of the stretching or how hard you're pulling. If you feel no pain and it's not turtling, I'd take it as a neutral PI that is more on the side of positive than negative. What is your stretching routine like?

No pain at all and not turtling, warm up, helicopter shakes for 3 mins and inbetween each stretch, 20 secs each direction, 40 sec each direction.
