It shows clearly one theory on how early gains are made. First you lengthen the suspensory ligament and then lengthen the ligaments that anchor the penis to the pelvic bone. After that reaches the maximum elongation, you switch to building the tunica (or Not).
For instance, I've made 5/8" in BPFSL gains since I've started hanging. According to that theory, once the ligaments anchoring the penis to the pelvic bone deform, I'll see gains in BPEL.
