Reps and time are not mutually exclusive. If you were to use just one parameter, it should be the recording of reps. Still, recording BOTH for advanced jelq sessions would be optimal.

For the beginner cycle, it's recommend that you stick to 100 reps max per session. This is for the beginner routines that I prescribe. While this might seem a bit low, there's a method to this. The beginner routine increases in frequency as follows:

      Weeks 1 & 2: train 3 days a week

      Weeks 3 & 4: train 4 days a week

      Weeks 5 & 6: train 5 days a week- 2 times a day

The ramped up increase in frequency- especially in weeks 5 & 6 more than make up for any lack of rep increases.

For intermediate training you can go up to anywhere between 250-500 reps.

An advanced regimen can easily have you going up to 1000+ reps. These are for high volume specialists who are able to train (and benefit) from doing this type of load. Some trainees are able to do up to an hour of jelqing, and this yields in the neighborhood of 2000+ reps (factoring in breaks, relube, etc.)

This is mentioned especially for training "newbies" who may read this: You should not attempt anything near this training load unless you have the experience to back it up and the evidence from past training that shows you would benefit from doing something like this. Attempting anything near a routine like the above when you're not ready for it is a good way to injure yourself!

The above being stated, it should be noted that there are a wide variety of ways to perform the jelq (timewise). For the purposes of simplicity, I'll list the most extreme examples. The typical jelq is done for ~3 seconds per stroke and is performed with a downwards stroke (the penis pointing towards the floor). The "quick" jelq (also known as "R's Jelq") is done at about ~1 second per stroke, and is performed with a upwards stroke (the penis pointing to the ceiling).

No offense, but if you believe it's boring then it will be. Time spent training is optimal for you to discipline your mind. It's also vital for getting a true mind-body connection as well. I say this because training in this fashion leaves much less to chance. You would be surprised at how establishing this connection can yield much more productive gains because you can "feel" what works best for you. You can visualize the blood moving through your penis and the tissues expanding as a result. It can also let you know when your training form is less than productive. This is something that can be difficult to establish if you're distracting yourself while exercising.

Consider the difference between motivating yourself into thinking that each training session is an opportunity to further enhance yourself- as opposed to thinking training is boring and something that you want to get over with.

Now, there is a difference between being bored and the "revulsion" towards training that can be elicited when one is overtrained. Honing the mind-body connection is a good way of gauging this subtle but vital difference. It marks the difference between skipping workouts due to laziness (destructive to gains) and taking a break as needed (productive to gains).
