I always thought that they would come hand in hand, am I mistaken? Or am I just measuring wrong? Also, could you please elaborate as to how this is possible because I assumed that if you are stretching your penis it would be added to both measurements.

Is it possible to gain BPEL without gaining any erect length?

The whole reason we have BPEL and NBPEL as two distinct types of measurements is because the fat pad at the base of the penis can vary with (even slight) weight gain or loss, thus affecting the NBPEL measurement. Fluctuations in the fat pad do not however (if measured correctly) affect the BPEL measurement.
The way I see it there are two different possible causes for you situation, one you might not like and one you will like a lot less! I'm sorry!
A. Your fat pad has increased as your penis has grown resulting in an increased BPEL but a unchanged NBPEL
B. Your fat pad hasn't changed but you pushed the ruler much further in the time after your initial measurement thus increasing the BPEL measurement where there has sadly been no actual gain.
So my questions to you would be, how has your weight varied if at all during this period? And do you feel that your measuring techniques have been consistent during this period?
If it turns out I am the bearer of bad news here I am really sorry, but it's best to know all you can. I sincerely hope you have actually gained!Start

BPEL = Bone Pressed Erect Length.
Do you mean BPFSL (Bone Pressed Flaccid Stretched Length)? In which case, yes it is possible to gain in flaccid size before gaining in erect size.

In mrb8's example where the BPFSL is more than the BPEL (according to TGC theory) your tunica (the outer layer of your penis if you will) can actually accommodate more smooth muscle (the inner component) than you currently have to fill it. Refer to the article to learn more.
My BPEL is actually longer than my BPSFL, which confuses me beyond belief.Start

There no possible way that I've gained weight, when I started doing PE, I started weight lifting and eating a caloric deficit. I've lost about 12 pounds and probably gained a few pounds of muscle since started in January.
