More non-scientific evidence.
A bit about me: I am a skeptic. I am an engineer by profession. What engineering has taught me is this: If you think you might be wrong, you're wrong. If you think you're right, you're probably wrong. If you're sure you're right, remember that you might be wrong. By at least one very good account, a career in finance could teach a person the same thing: I read Nassim Taleb's books and took them to heart. Taleb's fundamental tenet is that we know less than we think we know. Otherwise put, it is really, really hard to predict the future. I am an atheist. I regard double-blind studies as a starting point for science, meaning that I recognize that not all double-blinds are created equal and even some double-blinds aren't evidence of a damned thing.
I discount (but don't flat out disregard) all these personal accounts as being affected by survivorship bias or inconsistent measurement or other problems that make the facts difficult to obtain. Nonetheless, I stumbled on this site not long ago and was sufficiently compelled by the paltry "proof" section and (perhaps more importantly) the fact that there is a site that purports that penis enlargement is possible with a $0 investment that I had to try it.
Not that I was not overdue. I, in fact, should've been doing penis enlargement routines religiously since a few years ago, when I paid Doctor Alter in LA around $5,000 to slice into the suspensory ligament of my penis and place a small strip of my internal body fat into the incision to (he purports) prevent it from re-attaching. What should a person expect from having a thing severed that attaches one part of the body to another part? For that other part to become more prevalent? No, that doesn't make a lot of sense. And in fact Dr Alter represents this: He does not make the claim that penis "enlargement" surgery does anything to enlarge the penis; it only frees more of the penis from the body so that, perhaps, doing penis enlargement exercises will be more effective. Nonetheless, you can imagine that after spending $5,000, I was a bit disappointed when the only change in my penis was that I could bend it downward farther without discomfort. (This does make some sex positions possible that would otherwise not be, but that is little consolation for the cash outlay. On the bright side, this was really the only change; there were no negative side-effects. Even the scar is effectively invisible.) Dr Alter explains to all his patients that they must do a routine. If I recall correctly, his recommendation favors weight-hanging and he recommends something like 90 minutes a day for six months. But don't take those as his words; it has been a few years and I recall that he didn't give strong specifics. Anyhow, I did this half-assed for about a month.
The problem, I think, was that I was using the thing sold at mynewsize.com. I also had one of those spring-loaded extenders that attaches with a padded loop. The former would routinely cause blisters that would put me out of commission for weeks at a time. The latter was just horribly painful and didn't even apply much force.
Unless I start to go all soft in the head (possible!) you won't see lots of details on my routine or speculation that one thing or another is more effective, but I would like to post raw numbers: how much time I spent, what I did, and measurements.
In my posts, "stretch" means that I squeeze enough blood into the head of my penis so that I can keep it from slipping through my "OK" grip (thumb curled around curled forefinger) and then pull in all kinds of directions, often including doing what I have learned is called a "helicopter" stretch.
In my posts, "squeeze" means that I obtain enough of an erection that I can grab the base of my penis with an "OK" grip, tighten that grip, and then move it up the penis just ever so slightly (perhaps just a centimeter) so that there is a bit less space for the blood to occupy and thus the penis bulges. I squeeze just to the point when it is uncomfortable. I hold this between two and ten seconds. When I release my grip, I kegel and kind of milk a bit to bring more/fresh blood in. This also lasts somewhere between two and ten seconds or so.
These are the only things I intend to do until something motivates me to change.
I always measure length with the same ruler, standing up. I always measure girth with the same tape measure.
I generally measure, record, and then measure again to make sure that I'm not screwing up.
When I record my data, sometimes I measure before exercises, sometimes after. Most of my measurements are flaccid. Length is bone-pressed and girth is with the penis "squeezed" (to make it as large as I'm able) around the bottom of the foreskin (where some bastard snipped me when I was a baby). You will know which measurements are before exercise and which are after because the before-exercise measurements are posted before the durations and the after-exercise measurements are posted after durations. Sometimes I do both, which is interesting because one can see what a huge difference (gone by the next time I exercise--generally the next day) the exercises make. When I measure erect length and girth, it will be clearly noted.
Since I cannot imagine being satisfied with the size of my penis, my goal is to become more religious about my measurements. This is challenging only because I am lazy.
I am pleased to report that after less than a month, I can see enough difference in my post-exercise numbers (the least interesting type of measurement, but the one I seem to do most religiously) that, in combination with the threads here that start out with no assumptions about success (I have read few but my favorite so far is Radiohead's) but that report success nonetheless, I doubt that I will cease this anytime soon.

Numbers are in centimeters. Tilde (~) means "approximately."
"on" and "off" mean flaccid stretched length on and below the pubic bone, respectively. I don't have a good reason for measuring both of these ways. Measuring with the ruler below the pubic bone, of course, allows me to press the ruler farther in toward my body; this method seems less good since how far in the ruler goes is limited mostly by habit which, in turn, is limited by my pain tolerance for the sharp ruler pushing against my skin.

PS: I dislike all the acronyms used in penis enlargement forums. Yes, one learns soon enough what PE and BPSFL and EG stand for but I am still seeing things that I don't know and there is never a glossary! (Well, OK, there is a glossary on this site. It's here. But still, it's annoying.)
