Very true. I would say that penis size in general actually plays a MUCH smaller part in what REALLY turns a woman on and brings her to climax, than other more sensual and attentive means of stimulation. Things such as particular rythyms, proper amount of grinding pressure against the clitoris while having intercourse, oral techniques (as you mentioned), and just being in tune with what feels best to our partner. The girth or length are really just added bonuses if one already has good technique and is in tune with their partners body and erogenous zones.

I would also add besides all of that well built body turns a lot of women on.

Guys don't just focuse on your penis size but make time to work on your other bodyparts
