Reps are more consistent, as timing may differ between days depending on technique, but reps are reps.
If consistent technique is used, timing is fine, and may be easier to keep track of for some. Especially using a timer or app.
The best one is the one that works the best for you personally, and keeps you focused and concentrated.
Personally, I use time, and extend it an equal amount if I have to break.Going an inch and 1/2 deeper than before

Time only. Never counted reps, just focus on your form, doing the exercises correctly and methodically. If you lose erection try massaging your balls or shaft at the base while kegeling to rebuild a partial erection; use your imagination or NON-PORN pics if necessary, and continue. If you become too erect, try a squeeze hold of your shaft firmly for 30-40 seconds to reduce your erection then continue your exercise.

I have used both, and timed is easier. My mind tends to forget. Was that 102 or 12. Time just became easier. Plus as the others said focus on the quality of the jelqs. It will lay dividends.ALL THE WAY WITH GOOD OLE JAY!

I wear a wristwatch during PE. I'm more likely to have the opposite problem, where I'll get too hard and then have to wait for my erection to subside a bit.
