Norwegians are quite like Brits about being reluctant at taking a chance to initiate small talk with strangers. I am rather an exception, and I have got some nice acquaintances because I haven't been afraid to smile and greet a stranger - that is if it happened to be natural at the occasion. I don't pull down the newspaper that a person is reading in public because I insist on making contact. At least here in Norway my experience is that a large percent would love to have a chat with whomever at a public place (as mentioned when it seems suitable), but the fear of imposing is rooted so deep in Norwegians - and my guess is that it is the same with other Northern-Europeans.
(Actually, this is a nice thread, and not unlike a thread I planned to start with regards to possible differences between (some) European countries and (at least some parts of) USA, that may have us here on this forum to judge some things differently, depending on which side of the pond we live. But then I got summer visitors and I postponed the topic.)

Actually my sex life rally picked up when I visited Europe . But perhaps that is just me . The brit girls actually like nice guys .

I've met quite a handful of Australians, and the Australians I have met were even more open and direct than Scandinavians were --- but then we were all on alcohol. Else I find that Australians and Scandinavians are pretty much similar in the sense of being rather grounded, and the level of politeness has been quite the same; not very generous with rituals of greetings, nor addressing persons with titles. I do believe it is true though, that Europeans have more welcoming bodies, without being prostitutes. The word "promiscuous" is such a harsh word.
