Based on certain things I noticed with my own penis, I have a theory on penis growth.
I have a turkey neck, and the base of my penis seems to be thicker there. It also seems to be easier to gain some girth there if I want to.
The area below my glans has tighter skin. I seem to have trouble gaining girth around this area. I also seem to have trouble gaining length. Whenever I mastrubate, my penis seems to have too little skin lengthwise to properly mastrubate when I'm erect.
Based on this information, I think besides jelqing for girth, and stretching for length, skin stretches are also important. Especially for people who have stopped gaining length or girth.
If you also look at the basic stretches and do them properly, you grab your penis behind the glans (so with some skin). This means that if you stretch your penis then, you are also stretch some skin. And the guys who hang, also tend to stretch their skin at first.
What do you guys think? If you hit a plateau, should you start stretching your skin (lengthwise or girthwise this part should be up to what type of gains you want).
