Jelqing is much different than the pump. Can you dry jelq? Even massaging dry will help more than nothing. Also the extender is similar to stretching except only in one direction. Multiple directions has other benefits. You need to wear your extender longer times if possible. Try to get some rod extensions that are shorter so you can incrementally increase the length. If lube is the problem try it dry. Be patient. Use low pressure when pumping and slowly increase the time in the pump. Add 1 m8nute each week. When you reach 20 minutes add a second session of 5 minutes and slowly increase that one to 20 minutes also.
