If you have 100 and 35 is taken away, you have 65 left. Someone with 650 will still have a lot left to survive, save, rely on and keep for luxuries.
Someone with a lot will also not spend all of it and will save a bunch. Statistically most of that money becomes dead and stagnant to the economy as it doesn't circulate, and the rich person doesn't even need it.
So the government takes a bit extra that the rich wouldn't use anyway. The circles the money back into the economy, takes the load off those who have less to support the economy and government programs.
Its also the system that would've allowed you to make 1000 to begin with.
