You need to be consistently training to fatigue if you want to achieve appreciable gains. The tissues of the penis are very tough, and really take a lot of force to deform and induce growth. A lot of people when just starting out are scared to apply a lot of force to their penis out of fear of injury, but the penis is a lot more resilient than we think. It can take a lot of damage, and it will respond with growth. You will know when your doing something that is risking injury. Be slow when working into a stretch, but hold it forcefully. When doing an effective manual workout, my arms and hands would be burning from the lactic acid build up.
